By default this is no. You could set this to yes to force all your users to use UTF8 instead of the many old codepages / character sets. In addition to rejecting invalid UTF8, this also means we advertise UTF8ONLY in the 005 numeric which will cause clients that support it to automatically switch to 100% UTF8 if they see this.
